Legal Aspects

The purpose of the Legal Aspects Annex is to give a general framework and survey of legislation and jurisprudence that may be relevant to Open and Distance Learning.

It is important that anyone who might be interested in this subject be aware that the general structure of this document takes the form of a matrix.

 
On the horizontal axis there is on the one hand international/European legislation; on the other hand there are legislative initiatives taken by the different member states or/and  - if appropriate - by the regional authorities (national legislation).


On the vertical axis there is a thematic approach. Four themes that seem most relevant in connection to Open and Distance Learning development are legislation on 1) privacy matters, 2) copyright and authorship protection, 3) liability and 4) combined education.


The Legal Aspects Annex is a work in progress. Indeed, as legislation constantly changes and develops the electronic version of this document should keep pace with the evolution. It is a challenge for future users of this manual to follow this evolution closely and attentively.
